20世纪70年代以来，非法移民成为一个优选性的难题和普遍的政治议题。冷战结束后，国家和靠前层面都表现出对非法移民不妥协的态度，也由此产生了不同的治理措施和途径。东盟域内的移民流动开始于20世纪70年代，80年代迅速发展，以经济移民（劳动力移民）为主。非法移民是其中的一个组成部分，并发展成为很快的一种迁移形式，泰国和马来西亚是两个首要的目标国。非法移民已成为东盟的一个地区性结构难题，关键在于其对东盟成员及移民个体/群体产生了经济、社会安全、政治及人权方面的综合效应。如何控制日益增长的非法移民潮，对东盟成员而言是一大难题和挑战。在可预见的将来，东盟不可能实现成员间人员的自由流动，也很难建立统一的地区移民机制，因成员狭隘的民族主义思想及“东盟方式”的固有缺陷难有改观。当前，完善多层面的移民治理体系是相对可行的选择，重点是发挥东盟在地区移民治理中的作用，改善国家治理，促进合法移民，提升移民的技能培训并加强对移民的权利保护。

Even the most nationalistic governments might welcome Western companies as technology partners and hire them strictly as contractors to drill, produce, and refine oil and gas...
